Fix Test Bicep for Deploying Cosmos DB with RBAC permissions #485

Issue

There is an issue with the role being hardcoded into the bicep: https://github.com/PlagueHO/CosmosDB/blob/main/tests/TestHelper/AzureDeploy/CosmosDb.bicep#L33

This should be set from the parameter.
