Add ToolTips #11

-Each button should have a tooltip that gives a brief description of the function

I think this can be closed for now because the buttons don't even exist yet. When the buttons are created, the tooltip attribute will be filled in as necessary (using the descriptions provided in MessagesBundle) but I don't think this is something we should worry about right now. Stefan, please close if you agree.
