Pereira pypi block matching tracking engine #153

There is a pypi blockmatching package published by E. S. Pereira that might work well enough to use as a PlantTracker tracking engine.

It's already written in Python, so the job is to find the right integration points, and to test it out for at least minimal effectiveness against arabidopsis videos.

@JoAnnJuzefyk put some effort into testing this out, and it didn't seem to work very well for circumnutation tracking. But it still might be good enough for other types of motions and I'm not ready to rule it out as a possibility.
