Remove phenology observing process and BCO:'observing process' #89
Phenology observing process is not being used anywhere in the ontology.
BCO is not being actively maintained, and BCO:observing process should be replaced by an OBI term.
@jdeck88 are these terms being used in the processing pipeline anywhere?
