Fix ROBOT template for PPO #99

Here we mainly inject op declarations right into the template to make things work:

PPO:0000010 object property RO:0000056 object property

and a few minor fixes to the ODK setup (most importantly to un-gitignore the critical src/ontology/catalog-v001.xml file).
