Will the PSO represent disease stages? Symptoms may be stage-specific E.g. http://www.promusa.org/tiki-index.php?page=Black+leaf+streak#Stages_of_development

Yes - note this doesn't discuss disease stages

I am curious about this part: "To annotate plant infectious disease description data, the IDOPlant is reaching out to resources such as the Food and Agriculture Administration’s AGROVOC" -- what was the result of this reaching out?

I did not take part in any discussion with AGROVOC specifically regarding IDOPlant, so I am not sure if anything ever came of it.
