The main problem here is that libphash isn't in the official Ubuntu repositories anymore. https://github.com/PlasmaPower/phash-image/issues/26#issuecomment-483604467 mentions using the archive repositories, but that would require a sudo build, and I'm thinking a better long term solution would be to just build libphash in CI.
