Add PLEP 2 on governance of PlasmaPy

Here is a partial draft of a PLEP on our Coordinating Committee. I've been basing it on the SunPy Organization Definition, the bylaws of NumFOCUS, and the Council of Elrond 💍. We also want to make sure that we are eligible to be fiscally sponsored by NumFOCUS.

I want to add more about how the Coordinating Committee should seek feedback and input from the broader PlasmaPy community, and how we should strive to reach consensus whenever possible instead of just going with a majority vote.

I'll continue to work on this, but in the meantime, please feel free to make suggestions!
