Need to add an introductory page with an index of PLEPs #2

It would probably be helpful to have a page (maybe PLEP-000 or README) that describes what PlasmaPy Enhancement Proposals are and what the process is to write, submit, discuss, revise and accept/decline are. It could be along the lines of Astropy's README page for the APE repository.
