Update PLEP-0003 with New Coordinating Members #27

We should add myself (@rocco8773 ), David Schaffner (@dschaffner), and Steve Vincena (@svincena).

@namurphy Besides the people I mentioned above, are there any other people you think should be added to the list of the coordinating committee members? I'm going to update PLEP-3 and issue a PR in the coming days.

Before we do that, we'll need to go through the process in PLEP 2 for appointing new members of the coordinating committee. I can't think of anyone else who has expressed interest, but we should probably email out the PlasmaPy list and ask for nominations so that we can add new members soon. The next week is hectic for me, but we should get around to that a week or two from now. Thank you for the reminder!
