Add wavenumber functions to a new em_wave.py module #505

Add function(s) to obtain wavenumber for different EM wave scattering scenarios (standard, dispersion corrected, relativistically corrected). Place these under an em_wave.py module. These functions should be applicable to optical Thomson scattering and based off of equations found in J. Sheffield, D. Froula, S. H. Glenzer, and N. C. Luhmann Jr, Plasma scattering of electromagnetic radiation: theory and measurement techniques. (Academic press, 2010).
