Pkg Refactor [minutes & getting ready for future expansion] #1

After this repo was renamed plasmapy-project, from plasmapy-meeting-notes, it needed/needs refactoring to better support its new intention. To accomplish this, I've done the following...

  1. Added a license file. (just a copy of the plasmapy license file)
  2. Expanded the pkg README
  3. Created a minutes/ sub-directory and migrated the current minutes files accordingly.
    • Any broken links were repaired.
    • Renamed minutes/ sub-directories to improve readability.
    • Implemented a new minutes directory structure so that files do not have to me migrated at the end of year and ensuing broken links needing repair.

I still need to updated links in the meeting template files, but I want to do this from the hackmd side and, as such, I can only do that after this PR is merged.

After this PR is merged, I can then add the roadmap/ directory and start adding content.
