Announce time for weekly "office" hours #75

In #72, we announced special weekly office hours on 2020 Oct 7 & 8. This PR changes that page and the feature card to announce a weekly time for office hours (tentatively Thursdays at 2 pm EDT).

This should be merged no earlier than 2020 Oct 8.

[ ] Put instructions for people just joining in the middle of a conversation.
[ ] Add custom waiting room on Zoom

There's an issue with the Zoom room I set up...it's an organizational account and I haven't been able to make anyone else a co-host because of security restrictions they have in place. We might therefore change to a different Zoom room in the future, but I figured it'd be better to merge this now since I might not resolve that this week.
