Tell how to change Decidim locale

This locale settings affects only to the /system super-admin interface and it can be changed anytime, not sure if it's really relevant (this admin system is only used to create new organizations). It's useful though to allow more than the 3 predefined languages when creating that organization (but it does not allow to change the locales of an existing one). I think this would be better in a extra chapter (either the basic-config) or another "advanced config" which should include (a part from the explained before) how to change the default locales for an already created organization (that I don't know yet how to do it). What do you think?

@microstudi These settings affect everything in the app. I have tested them myself.

As for changing the locales of already created organization, this seems to be described by @mrcasals at https://github.com/decidim/decidim/issues/3824#issuecomment-404091525
