Create a new section inside of exisiting admin for once a Slate has been completed. The admin user will need to see a list of completed slates that do not have a random selected winner yet.
[x] Add slate association to sweeps table
[x] Insert an entry record for every sweep a user hits
[x] List all unused entries for each user who has hit a sweep (list will be used as the lottery pool for selecting winners)
