Describe the bug
The generic sector "Clouds" is being allowed to deploy to Bespin: Cloud City even if the planet system card Bespin is not on table. It shouldn't be allowed.
Clouds should only be able to deploy to a planet system.

This rule has existed since the 1997 rules supplement that shipped in Decipher's Cloud City expansion. It has never been legal to deploy the generic Clouds sector without the planet system on table.
Of course, the unique Bespin: Cloud City sector is different - it's allowed to deploy standalone and it appears to be bug-free. This bug only affects generic Clouds.
