Describe the bug
Shadows Of The Empire can cause the 1 Force loss even if a card has not been successfully drawn. The main way to encounter this is to pay 1 to draw against Hidden Base and then not have any card remaining in Force pile.
To Reproduce
Steps to reproduce the behavior:
Make sure LS has Hidden Base flipped
Make sure DS has Shadows Of The Empire on table with Emperor on Coruscant
Make sure DS has exactly 1 card in Force Pile
During DS turn, click Shadows and perform the draw action
See error (DS will pay 1, be unable to draw, and then LS loses 1 anyway)

DS pays 1 for Hidden Base and then the SOTE action just fails to have any further result because the cost can no longer be paid.
