Describe the bug
Dark side did not occupy both a battleground site and system but GEMP stopped having dark side pay to drain at the CC: Chasm Walkway (v).
To Reproduce
I believe it started on turn 6 in the replay and persisted for the remainder of game.

I expected dark side to have to pay to drain due to battle order shield.
