Moving To Attack Position doesn't work at Sectors (or at least Bespin: Cloud City)

Describe the bug

When you have a starfighter at Bespin: Cloud City (and possibly all sectors) in battle, you never get the option to play Moving To Attack Position. MTAP confirmed working as intended at systems. I've also only tried it when LS initiates the battle, not sure if it changes when DS initiates.

To Reproduce

Steps to reproduce the behavior:

1. Deploy Bespin: Cloud City
2. Deploy a starfighter
3. Initiate a battle against an opposing ship at that location with MTAP in hand
4. MTAP will never light up

Expected behavior

Should be able to play MTAP on a starfighter at a sector.
