Schedule tournament creation UI #80

Admins need a tournament creation UI equivalent to the league creation UI. Options should permit the customization of:

name
table flair (replacement for "Casual - Movie Block" or whatever)
event start time
game duration timer
format
minimum players
whether a manual kickoff is required
whether the tournament is WC-related (to receive special styling)
special prize definitions

Also need the ability to manually add players to a tournament, with a deck-picker dropdown that validates for that tournament's format.

Also need the ability to manually drop/undrop players from a tournament.

Tournament schedule form now exists. It does not have the custom flair option yet, and the other two features remain undone.
