Lagged event loading caused after massive number of relays disconnecting after login #43

Symptom: Login -> My Tickets -> Profiles, winning Offers and Reviews loading slowly
Browser logs indicate lots of checkRelayConnections() calls triggered by disconnecting from many of the initial relays
The right solution is yet unclear because checking relay connections on dc seemed like a good idea
Maybe get rid of this mechanism in favor of just checking relays on every page load. That we already are doing
Then see and test if reliable reporting on network issues broke or not

Got rid of self-check on every relay disconnection. Introduced a new check that is tied to window refocus. It seems to work fine for now with checking relays on every page load. Events loading has not improved that visibly though. Will need further investigations
