`decrement_usages` doesn't work with `eat` event

What happened?

If you have usages set up on an item and make it decrement usages on the eat event, it won't work.

Steps to reproduce the issue

1. Create an item using a food item as the resource.material
2. Add durability.usages.2 to the item
3. Add events.eat.decrement_usages.amount.1 to the item
4. Eat the item 2 times, you keep it. Or you can just look at the item's tooltip, it won't say Usages: 2 / 2 or anything.
