Skins do not always loading

What happened?

Sometimes when a recording is replayed, the skins are not loaded in. This appears to happen more frequently when several recordings are started at the same time.

Steps to reproduce the issue

/mc play-all — there is nothing being done differently between the times it works and when it does not.

Server version

Current: git-Purpur-2095 (MC: 1.20.2)* Previous: git-Purpur-2118 (MC: 1.20.4)

Just had a thought about this, the server is offline, but we do have SkinRestorer. Could that have some effect on skins not loading 100% of the time. Additionally, multiple recordings are being started at the same time. Any suggestions or updates with this?
