Missing Effects #16

What steps will reproduce the problem?
1. Firing any weapon results in sound and damage, but absolutely no visible 
effects.

What is the expected output? What do you see instead?

Instead of seeing tracers and explosions the shells are invisible, and I only 
see the holes in the wall and hear the sound of impact.

What version of the product are you using? On what operating system?

Revision 307, although I have had this problem for a long time. This is on Mac 
OS X 10.8

Please provide any additional information below.
