refactor jdd list + add default dataset

Cette PR semble mélanger du refactoring général et l'ajout des scripts spécifiques pour le module "Flore prioritaire". Peut-être à séparer dans des PR distincts ? Et indiquer dans la PR ou une issue pourquoi et comment on ajoute le module "Flore prioritaire" ?
