migrate to angular@17, electron@28

Description

Refactor to support modern tooling and packages. Many changes, but some of the key ones:

• Upgrade to Angular@17 and Electron@28
• Migrated code base to support the above
• Moved Angular into projects directory from base
• Moved Electron into projects directory from base
• Moved CustomElectronToolbar into projects from separate repo
• Moved to vite for Electron builds (this is also what Angular is using under the hood)
• Moved to latest robotjs instead of our fork
• Moved to x-win from active-win
• (Temporarily?) Removed bootstrap
• Refactored to use @electron/remote due to massive breaking change in ~electron@12
