Goal

Add storybooks for react

Todos:

[x] Configure react for storybook
[x] Update storybook dependencies in package.json
[x] Create npm script for running storybook
[x] Update readme to specify command for running storybook

Implementation Decisions

Using the manual setup outlined https://storybook.js.org/docs/guides/guide-react/ with a few options to locate config in a config directory
