Runtime configuration editor

Description

Once the server has implemented https://github.com/PocketRelay/Server/issues/36 the dashboard super admin settings section will need to be updated to include a configuration editor so that the settings can be modified from the dashboard

Checklist

• [ ] Super admin settings page has an editor that can view and edit the server configuration variables
• [ ] Edited settings are updated on the server and the changes can be seen
• [ ] Other users are NOT able to see or edit configuration variables
