Annotator Peer-Groups button behavior updates #176

...to make sure users don't set the audience to Peer-Groups with none selected. The button is now disabled if the user isn't a member of any peer groups, and if the user doesn't select any of their peer groups and hasn't included the instructor in the audience, the annotation is saved as Private.
