Fixed annotation dashboard issues on small screens #187

...by adding a CSS transform on the whole dashboard. I also deleted a previous script I had written to do a similar thing less effectively.

This looks pretty good, except that the right column is no longer aligned with the left at the top of the page. See this screenshot. screen shot 2016-11-21 at 11 59 09 am
