Small Pokemobs Drown #454

Issue Description:

Small Pokemobs can drown.

What happens:

If a small pokemob walks into water, even if it's only one block deep, they will start to drown
If a flying pokemob flies into the water, it gets stuck, and then drowns

What you expected to happen:

Small Pokemobs should not drown

Steps to reproduce:

Have a Nickit walk into the water
Have a Nubat fly into the water
Both start to drown. ...

Affected Versions:

Pokecube AIO: v2.7.9
Minecraft: v1.15.2
Forge: v31.2.19

they just sit there and float on my end

Strange, they were definitely drowning in my game. They took small amounts of damage over time and would eventually die. Maybe the water needs to be two blocks deep?
