Added standard and expanded legalities to old Master Balls #520

This PR adds standard and expanded legalities to Master Balls from the ex era and earlier. They are currently not expanded legal, but I expect that an errata will be issued with the release of Temporal Forces that makes those cards legal. If that doesn't happen, I'll close this PR, otherwise I'll mark it ready for review.

This PR also contains the commits of #513
