Maybe stating only issues can be marked would be clearer?

Thanks for the bug report, however the UG does not state anywhere or give any reason to believe that projects can be marked as complete or incomplete. Here, the project command does exist and so it checks for an appropriate flag, which -u is not one of.

In the UG, special care is also taken to name the command as Mark/Unmark Issue Command, so that the entity is specified as compared to Add Command, Edit Command, etc. for other commands.
