Add check in pgc_pansharpen.py to match pan and mul scenes that differ by 1 sec #48

This resolves an image matching issue where corresponding pan and mul scenes have different file names due to a 1 second difference in the acquisition time found in the filename.

Example:

WV03_202008120847**16**_104001005D46CA00_20AUG120847**16**-P1BS-504712573060_01_P004.ntf
WV03_202008120847**17**_104001005D46CA00_20AUG120847**17**-M1BS-504712573060_01_P004.ntf
