User defined layers #10

Allow users to add their own (overlay) layers. Local files or internet services. Store in local storage (we may at a later stage, allow users to upload files (e.g. GPX) to a server and share with other users).

Basic layer editor with WMS and WFS specialisations is implemented. Still some bugs, maye, but it is a start.
