Ports most things that could be described as basic jumpsuits, and basic departmental uniforms, from old codebase.
Also reworked the Hedberg uniform further to make it even less dubious looking.
A couple of tiny pre-existing things are commented out to remind me to use those icons for something later.
Why and what will this PR improve
Jumpsuits are the essential uniform of any self-respecting space person. Did you know basically nowhere calls them "jumpsuits" outside of SS13? Messed up.
