advanced text-to-speech circuit over radio 'unidentifiable voice' instead of 'mimic target' voice. #6388

Brief description of the issue

New 'advanced text-to-speech' circuit when picked up by headset, station bounced radio, or intercom with open mic instead displayed as 'unidentifiable voice' instead of mimicked voice.

What you expected to happen

Radio to use name of mimicked voice.

example: Mikayla Teder exclaims, "Spiders!" [Common] Mikayla Teder exclaims, "Spiders!"

What actually happened

radio communications list as 'unidentifiable voice'.

example: Mikayla Teder exclaims, "Spiders!" [Common] unidentifiable voice exclaims, "Spiders!"

Steps to reproduce

create circuit assembly, advanced text-to-speech circuit. Insert advanced text-to-speech circuit into assembly.

use Circuit debugger, select 'ref', click self. click ' mimic target' in 'advanced text-to-speech circuit' with Circuit Debugger use multi-tool to set ' text' to any test phrase.

find intercom, station bounced radio, or headset, and set microphone to 'on'. If headset, stand in same tile as assembly, or have assembly in hand/pocket while wearing headset. click '' for 'to_speech'.

If this is the 'intended' functionality, at least making it something along the lines of 'A synthesized version of XXXXXXX's voice' instead would make it more useful for those who can't speak over the radio.

Also, it's not such an easy replacement for voice changers regardless, due to having to actually get the REF for the intended target. You'd need a sensor or circuit debugger, and have to walk right up to the person to 'scan' their REF.
