Cyborgs lose access to some verbs after an emergency restart module is applied #8939

Brief description of the issue

On two separate occasions when I've been critically damaged as a cyborg and subsequently been emergency restarted, several verbs disappear from the right pane's tabs. The ones I can think of are state-laws, set-sensor-augmentation, alarm-monitor and law-manager.

What you expected to happen

I expected to be fully functional again post-emergency restart.

What actually happened

I had many verbs missing.

Steps to reproduce

1) Damage a cyborg to the point it's listed as 'unsalvageable'. 2) Insert an emergency restart board into the cyborg. 3) Observe how many verbs are missing compared to before it was damaged.

Emergency restart probably needs a add_robot_verbs() added.
