feat: initial ci/cd pipeline

• [x] Add github actions to gate PRs by build, lint, and test scripts.
• [x] Add lint-staged library and configure to lint staged files on commit, using husky library to perform actions on commit hooks.
• [x] Add commitizen library and configure to enforce semantic commit messages.
• [x] Add semantic-release library and add github action to publish automatically on merges to main.
• [x] Ensure semantic-release is configured to automatically update package.json, README.md, and CHANGELOG.md Resolves #11

this looks good—the real test is when I try to merge my changes in a couple days. i'll let you know if i hit issues with the commit syntax and stuff.

@josh-chamberlain I'm actually going to try to merge it and run the release action manually, see what happens 🤞 (worst case, it fails, BTW, we're not going to burn anything down). Let me know if there are any gaps in the docs when you try. I hope this is actually a very simple way of doing things -- although it's going to lint all your previous commit messages, so rather than rebase all of them, we could merge without that check 😅 .
