Authenticate Scrapers for Extraction submission to intake server #161

When Scrapers run, the resulting Extraction will be submitted to our data intake server. We need to make sure only data from Scrapers which have been merged into the official PDAP-Scrapers repo is allowed to be submitted to the data intake server.
