Facilitate Extraction sharing #189

Maintaining a database of Scraper Extractions would be cost-prohibitive; and most of the data is going to be rarely inspected, probably not worth using.

Can we facilitate peer-to-peer sharing?

Is letting people run scrapers on demand enough? Police-Data-Accessibility-Project/PDAP-Scrapers#214

This is outdated. We plan to let people run scrapers on demand locally. For each scraper, its extractions will be shared differently according to its use case. People can use the data sources db to share data with each other in a myriad of creative ways; we don't need to make specific tools for sharing data.
