Allow person-to-person Data Source sharing (e.g. results of records requests) #192

A common scenario:

Someone makes a public records request manually via email. The agency they requested the data from sends back a bunch of useful stuff.

The goal:

The requestor can raise their hand to the broader PDAP community and say "I've made records requests and I can send you the info." Likely, they do this by adding themselves as a Data Source—or maybe we have a new database for person-to-person data sharing. We likely want to protect people's identities.

Maybe they can post it to DocumentCloud and send the URL that way.

Long-term:

Ingesting/storing/exploring/validating the thing is tricky, but we could solve that. They forward the email to PDAP, and their entry is magically archived and recorded as a Data Source for other people to use. Maybe they have to put a bunch of metadata in the email forward identifying the relevant agency. Maybe we make them use Muckrock. Maybe we talk to Muckrock about it.
