Support for authorized users

Everyone can see the data, but logged-in users can:

• make edits to a data source and submit them for review
• claim a data source
• subscribe to notifications
• manage data requests
• review changes by others, someday
• find other collaborators in their relevant communities!
  • however, I'd really like to avoid making a forum / in-app messaging between users...
    • something to consider: could we integrate Discord and make communication channels for each community?
    • could we require that people display at least one piece of public contact info (email, signal, etc) visible to other logged-in users?

Other benefits to having logged-in users:

• sets the stage leaderboards / gamification of data source management
• helps us collect user feedback and profile our contributors
