add metrics to the site

Let's take advantage of a few APIs to show signs of life to potential volunteers, requestors, and donors.

Let's get the back end part working, and put these on the page, then we can refine how they look.

- notion API would work here, we have a donors database synced from donorbox. we can use the donorbox API too

we have a nice map framework that was recently component-ized: https://github.com/Police-Data-Accessibility-Project/data-source-map/pull/13
- not sure how we should implement this yet
- as a start, let's try lighting up all the counties for which we have data or some other proof of concept. this can be pretty simple
- hovering/clicking one should load a box with some details, with a path to a search results page

We don't really have tests in this repo, but it would be nice to set up a health monitoring alert for this breaking down
