Added Howard County MD opendata scraper
Howard County readme added
Added San Francisco opendata scraper
Added Philadelphia opendata scraper
Tool for automatically truncating files added.
Updated jurisdiction_scraper template to match new(ish) layout of /common/

Accidentally pushed more changes to this branch:

Cincinnati Ohio readme added
Cincinnati opendata and archive scraper added
Truncate tool copied to Cincinnati folder
Data added by scripts added
Tool for extracting fields created
Created a module for truncating data, and extracting fields to common/utils/demo_utils/
Added script that uses the new modules to the starter_template
Fixed the import in the use_before_push.py script.
