Add scraper for Pittsburgh data #179

Task 3 of Issue #167 The scraper extracts data for 6 different datasets of the Pittsburgh Police Department agency. This does not yet cover all Pittsburgh data. Database has been updated to reflect the changes PR here

The schema.json and README.md should be fully filled out but let me know if there's anything I should change!

@EvilDrPurple thanks for this! Having this ready to go will make testing our CKAN stuff much easier.
