Repo language cleanup #198

Makes the language on our "front door" representative of our current strategy. Solves some of #197, but leaves much to do as far as actually moving things around and reorganizing to match the vision.

Also removes a good deal of infrastructure and words left over from when we thought

@EricTurner3 more like RIP using dolthub for data intake...do you think any of the ETL stuff is usable independent of dolt? We still want to keep the scrapers for portals like CityProtect, but we don't want to be opinionated about where the data ends up anymore.

Your fingerprints are still in the docs, and many of the concepts you gave us related to the original datasets schema are now evolved and part of permanent infrastructure. So, some of the work you did is no longer relevant...but it definitely moved us forward and is appreciated <3
