Records scraped from https://www.lakesheriff.com/969/Use-of-Force
Requires at least 14 GB of disk space and runs in about ~23 minutes
Should be mostly future proof, if more records are added in the same format the scraper should be able to scrape them automatically as well
Also contains fixes for the YouTube downloader for common crashes
