Parameter underlining is inconsistent #1691

When creating a policy reform with more than one type of parameter, the styling of the parameters is inconsistent. With certain types of parameters, the value is not underlined, while for others, it is, as shown below. The question then is: to underline, or not to underline?

I'd vote not underline. I think the underline intends to make it a link, but I'd prefer we make the full thing clickable, indicating as such via bold on hover.
