Sometimes everything is zero in Canada household net income screen #131

Filing here instead of policyengine-canada as it's intermittent: the first time I tried it in my session, all seemed to work correctly, then it all went to zero and has been for several times since. The net income and MTR charts look right. It seemed more likely an API than client issue.

Looks like an unvectorized function somewhere.
